The Client:
Upper Merion Township municipal building located outside of Philadelphia, PA.

The Objective:
To provide energy efficient lighting products that will increase the quality of lighting and the level of illumination to create a safer environment for the police parking garage as well as the parking lot at the municipal building. Upper Merion Township received the Conservation Works grant from the DEP through the Federal Government stimulus package with the EPA. The grant is a Pennsylvania, one-time grant for motivated local governments and non-profit entities with projects that will save or conserve a minimum of 25% of all energy used.

The Challenge:
The existing light fixtures take 15 minutes from turning them on before they would be completely lit and don’t provide adequate area illumination. The new lighting fixtures need to turn on instantly and be compatible with occupancy sensors, so lighting will be on at full brightness immediately for safety. Also in choosing the best solution for lighting, considerable attention to the issues of light pollution and glare control, while increasing lighting levels and creating energy savings needs to be taken into account.

The Solution:
In the police parking garage, (40) 175 watt metal halide fixtures were replaced with (29) 70 watt LED recessed troffer fixtures. The LED fixtures are instant on/off. Occupancy sensors can be installed for greater energy savings.

In the parking lot, (43) 250 watt metal halide pole lights were replaced with (43) 53 watt LED parking lot fixtures.The LED fixtures are maintenance free with no lamps or ballast to replace and include a five year total fixture warranty. The LED fixtures have a rated life of over 50,000 hours and a life expectancy of up to 20 years.


The Results:
Parking Garage
Light levels increased by 60%.
Reduced energy consumption by 75%

Parking Lot
Light levels increased by 50%.
Reduced energy consumption by 79%

"Exploring the value of LED lighting fixtures, getting the best solution, and achieving at least a 25% increase in energy efficiency; which in turn reduces energy consumption and energy costs through efficiency improvements; is an important component to building a more energy conscience township," said Robert Norman P.E., the Director of Public Works for Upper Merion Township. "By retrofitting the municipal parking garage and parking lot is a tremendous benefit for our township and the community in order to become more 'green' while increasing productivity to spur economic growth and community development." The Upper Merion township building will be able to see the cost and maintenance savings on their electric bill. The estimated annual energy savings is $10,000, based on the utilities rate of 9.5¢ per kWh. Township officials and citizens will continue to use a well-lit parking structure, but will be able to see the stars a little clearer if they live nearby or pass by an unoccupied garage at night.
